If users have a need for text to speech then most probably they will already have software to read for them.
We just need to be sure that the systems designed are built having accessibility guidelines (WCAG) in mind. For example, all the text is available and also images should have an ALT text.
Genio generated MVC systems have built-in accessibility, and can be verified through third-party open source programs (like Pa11y). Through CDCI (using Jenkins, for example), this accessibility check and compliance can be done automatically, example:
