Genio currently has a Geographic Point data type that can be used with Table Lists configured to use the special control GoogleMaps. That will allow you to insert, move and edit point metadata over a earth map background.
GIS is a vast set of functionalities so it really depends on the specific scope of what you are trying to achieve.
